Developing and building on the skills, experience and knowledge that exist within a community, the local organisations and among the individuals — building on the capabilities of the community. Enabling people to share their skills and knowledge, to help make connections between their own lives and wider policy issues through a cycle of action, reflection and learning.

Strengthening the ability of community organisations and groups to build their structures, systems, people and skills so that they are better able to define and achieve their objectives and engage in consultation and planning, manage community projects and take part in partnerships and community enterprises.
